Sealed bids will be received by the Belmont County Board of Commissioners at the Commissioner’s Office, Belmont County Courthouse, 101 West Main Street, St. Clairsville, Ohio 43950 until 11:30 A.M. (Local Time), Wednesday, May 27, 2026 for furnishing all labor, materials, equipment and other incidentals and all tasks necessary for Belmont County Engineer’s PROJECT #26-4:  BEL-CR4-0.10 SLIDE REPAIR, then at said office publicly opened and read aloud.  This project is to repair a roadway embankment failure on CR4 (Hawthorne Hill Road) with a drilled soldier pile and concrete lagging retaining wall and associated pavement repairs.

Copies of the Bid Package may be obtained at the Commissioners’ office between the hours of 9:00 A.M. and 4:00 P.M. daily, Monday thru Friday.  Bids will be accepted only from those bidders that obtain the Bid Package from the Commissioners’ office. 

A bid guaranty shall be provided with the bid in accordance with Section 153.54 of the Ohio Revised Code.

The estimated construction cost of this project is $190,580.00.  The owner intends and requires that this project be completed by August 15, 2026. 

Bidders shall comply with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, as well as all applicable Governor’s Executive Orders. 

Bidders shall pay the prevailing rate of wages as required under Ohio Revised Code Chapter 4115 and shall comply with all requirements listed in the Bid Package documents.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Belmont County and the Village of Fairview, OH.

REQUEST FOR RELEASE OF FUNDS

On or about, but not before, June 2, 2026, Belmont County will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following project(s):

Project Name: Barnesville North Waterline Extension Project

Source of Federal Funds: CDBG, ARC

Project Description: Construction of extending waterlines to unincorporated areas of Mt Olivett and Hendrysburg and into the Village of Fairview.

Single-Year Project

Location: Village of Fairview, OH and Belmont County, Ohio

Estimated Total Cost of Project: $7,502,075

FINDING OF NO SIGNIFICANT IMPACT

Belmont County and the Village of Fairview have conducted a shared Environmental Review Record and have determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at 101 W Main St, St Clairsville, OH and may be examined or copied weekdays (8:30 A.M to 4:30 P.M.). The ERR may also be provided upon request electronically via email.  Please submit your request by U.S. mail to Belmont County Commissioners or by email to BZuzak@belmontcountyohio.org.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Belmont County by U.S. mail or email at the addresses above.  All comments received before June 2, 2026, will be considered by Belmont County prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Belmont County certifies to the State of Ohio that Jerry Echemenn in his capacity as President, Board of Belmont County Commissioners consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Belmont County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The State of Ohio will accept objections to its release of funds and Belmont County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Belmont County; (b) Belmont County have omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Department of Development, Office of Community Development at OCD@development.ohio.gov.  Potential objectors should contact the State of Ohio to verify the actual last day of the objection period.

NOTICE AND EXPLANATION OF A PROPOSED ACTION IN A 100-YEAR FLOODPLAIN

May 11, 2026

TO: All Interested Agencies, Groups and Individuals:

The Village of Fairview and Belmont County Commissioners have conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 and Executive Order 11988, Floodplain Management to determine the potential effect that its activity in the floodplain will have on the environment.  The proposed Village of Barnesville North Waterline Extension Project will address critical public health and infrastructure needs in underserved areas of Belmont and Guernsey Counties by extending a public waterline to replace unsafe, unreliable private wells and hauled water, providing residents with safe and dependable drinking water. Construction of the proposed waterline extension will occur within the 100-year floodplain of Spencer Creek and its tributaries.

The Village of Fairview and Belmont County have determined that the approval of the project will have no significant impact on the environment for the following reasons: (1) the proposed project elements will not affect flood flow with waterline installation by horizontally boring; (2) impacts will be temporary.

Any interested person, agency or group wishing to comment on the project may submit written comments for consideration to the Belmont County Commissioners at 101 W Main St, St Clairsville, OH 43950 or (740) 699-2155 by 4:30 pm on May 19, 2026, which is at least 7 days after the publication of this notice. 

Other agencies involved with this evaluation include the Appalachian Regional Commission (ARC), Ohio EPA H2Ohio, and Ohio EPA-WPCLF.

LUMP SUM PRICE CONTRACT includes all work necessary to install 840 feet of temporary 2” water line; 2,150 feet of 6” PVC, 50 feet of 8” HDPE HDD, 2,510 feet of 8” HDPE HDD, and 2,740 feet of 10” HDPE water main; 450 feet of 1” PVC water service line; 16 existing service reconnects; testing, disinfection; four tie-ins; and other miscellaneous items.

Domestic steel use requirements as specified in Section 153.011 of the Ohio Revised Code apply to this project.  Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services.

Bidders shall be compliant with Ohio Revised Code 3517.13.

All Contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

All work done under this contract shall be subject to all Federal Davis Bacon Wage rates and rules.

NOTICE FOR EARLY PUBLIC REVIEW OF A PROPOSAL TO SUPPORT ACTIVITY IN A 100-YEAR FLOODPLAIN

April 22, 2026

TO: All Interested Agencies, Groups and Individuals:

The Village of Fairview and the unincorporated areas of Belmont County, which include Mt. Olivett and Hendrysburg, will be served by the proposed Village of Barnesville North Waterline Extension Project, which aims to address critical water infrastructure needs in under-served areas of Belmont and Guernsey County. The project addresses a critical public health need by extending a public waterline to these areas where residents currently rely on shallow private wells, cisterns, or costly hauled water that are often unsafe or unreliable due to historical coal mining impacts. By replacing failing on-site well systems that contribute to water contamination, the project will provide safe and dependable drinking water to affected households.

Construction of the proposed waterline extension will occur within 100-year floodplain of Spencer Creek and local tributaries.  The project elements are not anticipated to affect flood flow. The waterline will be horizontally bored under the creek to avoid impacts to the creek.  Source of Funds: Community Development Block Grant Residential Public Infrastructure Funds, EPA-WPCLF, EPA-H2Ohio, and the Appalachian Regional Commission (ARC).

This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management and is implemented by HUD Regulations found at 24 CFR 55.20(b) for any action that is within and/or affects a floodplain.  This notice is also required by Executive Order 11988, Floodplain Management.

As currently proposed, the project site will include areas designated as floodplain.

The alternatives regarding sponsorship of the action would be:

  1. Approval as proposed;
  2. Disapproval;
  3. Approval only if all improvements are located outside the floodplain;
  4. Approval of an equivalent project site located outside the floodplain; and
  5. Approval only if no fill is added in floodplain areas.

SENIOR SERVICES OF BELMONT COUNTY PROGRAMS

The Belmont County Board of Commissioners is taking bids through 11:00 a.m. January 14, 2026 from companies or organizations that are interested in providing homemaker and personal care services to senior citizens of Belmont County.  $500 bid bond or certified check required.  The Invitation to Bid (ITB) with instructions and conditions for bidding is currently available from the Commissioners’ Office, 101 West Main Street, St. Clairsville, Ohio  43950 or at Senior Services of Belmont County, 67650 Oakview Drive, St. Clairsville, Ohio 43950  The bids must be received by the Commissioners’ Office in a sealed bid envelope on or before 11:00 a.m. January 14, 2026 by mail, courier, delivery service, or personal delivery, and bids will be opened at the Commissioners’ Office at 11:00 a.m., January 14, 2026.

Bidders must bid a per hour price, be willing and able to provide services 7 days a week, for the number of hours requested by the Commissioners, and comply with all applicable state, local and federal laws and regulations, including Title III, OOA 1965.  Interested bidders will bid on the specifications contained in the ITB. The County is interested in contracting for the one-year period March 1, 2026 through February 28, 2027, with the County’s option to renew or extend the contract for an additional one (1) year.
